RELIEF FROM PARTS OF ASME CODE SECTION XI Ry letter dated October 6, 1983 you requested relief from certain pump and valve testing.

In addition, the staff reviewers obtained clarifying information in telephone calls and during an inspection of August 26-30, 1985 at the St. Lucie Plant site.

Our review of'our request for relief from parts of ASME Code Section XI has been completed.

Based on the results of our review, we have determined that there are cases in which the requested relief can be granted, conditionally granted or denied.

A tabulation showing the disposition of each request For-relief is contained in Attachment 1 to the enclosed Safety Evaluation.

Details concerning each request can be found in the Safety Evaluation.

For the reliefs that have been granted, we have determined that the code requirements are impractical and that the relief requests are authorized by law and will not endanger life or property or the common defense and security and are otherwise in the public interest, giving due consideration to the burden upon the licensee that could result if the code requirements were imposed on the Facility.

The relief from certain requirements of ASME Code Section XI is hereby granted as detailed in the enclosed Safety Evaluation.

This concludes our review effort on your requests dealing with the inservice testing of pumps and valves durino the First 10-year inspection interval for St. Lucie Plant, Unit No. 2.

This work was performed under NRC TAC No. 56707.

IF you have any questions, contact the project manager, O. Sells, at (301) 492-9735.

Sincerely, (c

Ashok C. Thadani, Director PWR Project Directorate'¹8 Division of PWR Licensina-B
