SUBJECT:
1993 EXERCISE OBJECTIVES AND EXTENT OF PLAY This letter refers to a February 8, 1993, letter from Mr. Harry Bieling which forwarded the objectives and extent of play for the PVNGS 1993 annual emergency exercise.
The letter also requested NRC concurrence in recognizing credit for two objectives and an exemption from one objective during the current exercise cycle.
We have completed our review of the exercise objectives and extent of play.
The results of our review were discussed during a February 24,
- 1993, telephone conversation between Hs. Gail Good, of my staff, and Mr. Harry Bieling, of your staff.
I understand that as a result of some of Hs.
Good's
- comments, Hr.
Bieling agreed to make several changes to the objectives and limitations to clarify the extent of play in certain areas.
We contacted Messrs.
Joseph Dominguez and Richard Etchevarria of the Federal Emergency Management Agency (FEHA), Region IX, during our review of your exercise objectives and as part of our consideration of your exemption request.
FEHA had no comments on the exercise objectives for us to relay to you.
FEHA indicated that State and local authorities planned to demonstrate their off-hours response capabilities during a drill in Hay 1993.
With respect to your request for NRC concurrence in recognizing credit for two objectives, we acknowledge that PVNGS demonstrated the capability to function with continuous 24-hour staffing during an unannounced event (May 4-6, 1992 Alert).
Regarding your request for an exemption from demonstrating off-hours response during
- 1993, we have decided to grant you an exemption from Section
- 8. 1.2 of your Emergency
- Plan, which requires an offshift exercise during each six-year period (last demonstrated in 1987).
It is our understanding that you will reschedule this objective for the 1994 annual exercise (off-year for State/local participation).

Based on. the results of our review, and the actions planned by your staff, we find that the exercise objectives and limitations appear adequate to meet your
'mergency Plan goals and requirements, with the exception of the off-hours requirement for which we have granted an exemption.
