Phoenix, Arizona 85072-3999 This will acknowledge receipt of your letter dated September 14, 1992 and your check for $ 100,000 in payment of the civil penalty proposed by NRC in a letter dated August 13, 1992.

On page 10 of Enclosure 1 of your response you state that a

sensitive issues list is being developed.

Based on discussions with APS personnel, we understand that full implementation of this list is scheduled to be completed by February 1993.

If our understanding of the schedule is incorrect, please contact NRC Region V.

Also, on page 11 of your response, you admit that check valve SIE-V133 was installed incorrectly, but do not admit or deny the violation as stated.

The NRC maintains that SIE-V133 is a containment isolation valve as stated in Technical Specification Table 3.6-1, "Containment Isolation Valves".

To verify that the isolation function can be performed, appropriate testing such as a reverse flow test should be performed following any valve reassembly.

Your corrective actions will be examined during future inspections.
