ENCLOSURE NRC QUESTION alarms already in place or is a modification needed to install them?

1're APS RESPONSE 1:

Alarms are already in place and no modification is necessary.

NRC QUESTION 2:

Are the valve position indicators independent of the alarms?

APS RESPONSE 2:

The position indication is electrically separate from the position alarms. The alarm and position indicators use the same rotor, however, they use different limit switches for input.

The position indicators are therefore independent of the alarms. (See attached electrical elementary electrical diagrams for Unit 1 (Units 2 and 3 are identical)).

NRC QUESTION will procedures direct operator to do when alarm sounds (assuming ACI has been 3'hat deleted)?

APS RESPONSE 3:

Annunciator window 2B08A (from procedure 40AL-9RK2B, Panel Alarm Response) addresses the LTOP valves. The panel annunciates when the RCS pressure is greater than 410 psia and either valves Sl-UV-653 are not fully closed or valves Sl-UV-652 and UV-654 are not fully closed. This audible/visual alarm will notify the operator of increasing RCS pressure. With the Auto-Closure Interlock permanently removed, additional actions will be needed. Procedure 40AL-9RK2B directs operators to follow first and second priority operator actions for alarm responses (see attached procedural excerpts for the LTOP valves). A generic listing of operator actions to be added to this procedure after approval of this amendment is as follows:

~ check RCS pressure to validate the alarm

~ attempt to locate cause of increasing RCS pressure and rectify this condition

~ at some predetermined pressure below 500 psia, 1) stop SDC pumps, 2) close the outside containment SDC valves Sl-UV-655 and UV-656 and, 3) enter procedure 4XAO-XZZ22, Loss of Shutdown Cooling Attachment
