Units 1, 2, and 3 Docket Nos. STN 50-528/529/530 Additional Information Related to Notice of Violation 50-528/91-25-02 File: 92-070-026 Arizona Public Service Company (APS) provided a response to the subject Notice of Violation (Reference

1) in a letter dated October 24, 1991 (Reference 2). Subsequent to this response, telephone conversations were held between members of your staff and APS to clarify APS'ntended corrective actions.

These conversations were referred to in NRC's response, dated February 28, 1992 (Reference 3), to APS'eply to Notice of Violation. Based on these conversations, additional information concerning acceptance criteria for motor-operated valve dynamic testing is being provided in the enclosure.

ADDITIONALINFORMATIONCONCERNING ACCEPTANCE CRITERIA FOR MOTOR-OPERATED VALVEDYNAMICTESTING ln a letter dated September 20, 1991, NRC issued Arizona Public Service Company (APS) a Level IV violation for failure to include acceptance criteria in 73TI-9ZZ43, "MOVATS Testing for Safety Injection System (HPSI)," for testing safety-related, motor-operated valves (MOVs) under design basis conditions.

APS responded to this Notice-of Violation in a letter dated October 24, 1991.

As stated in this response, APS recognizes the need'for specific MOV dynamic testing acceptance criteria; however, development of specific acceptance criteria is an evolutionary process and evaluation of data being gathered by this test instruction is part of this evolution. APS committed, in this response, to incorporate verification of stroke time, if applicable, and verification of e

completion of stroke, if required, as acceptance criteria into'OVATS test instructions.

N This acceptance criteria has been incorporated into the appropriate test instructions. APS further committed, in this response, to incorporate additional acceptance criteria into MOVATS test instructions, as data gathering techniques were validated and more collected data was evaluated.

Incorporation of this additional acceptance criteria was expected to be ongoing throughout implementation of APS'eneric Letter 89-10 program.

Based on APS'ynamic testing of MOVs to date, certain additional acceptance criteria can now be developed and applied to dynamic testing of MOVs to ensure the MOVs will function under design basis conditions.

This acceptance criteria is expected to include minimum opening and closing force calculation validation, maximum developed Page 1 of 2

opening and closing force evaluation, opening torque bypass switch evaluation, disc

wedging margin evaluation, and stroke time evaluation.

APS will develop a new procedure to apply this acceptance criteria to MOV dynamic testing activities.

This procedure will also include a timeframe for applying the acceptance criteria to collected data following performance of a dynamic test.

This timeframe is expected to be within'even days following the dynamic test for those MOVs tested while the unit is in Mode 1 and within 30 days followingcompletion of an outage forthose MOVs tested during the, outage.

The procedure containing this additional acceptance criteria and the timeframes for applying this criteria to collected data will be issued prior to the next Unit 3 refueling outage scheduled for September 1992.

Following issuance of the new MOV dynamic testing acceptance criteria, results e

of dynamic tests performed prior to issuance of the new procedure will be reviewed for compliance with the new acceptance criteria.

This review will be completed within six months following issuance of the new procedure.
