- Company, Public Serv1ce Company of New Mexico, Los Angeles Department of Water and Power, and Southern California Public Power Authority (licensees),
submitted a request for change to the Technical Specificat1ons (TS) for the Palo Verde Nuclear Generat1ng
- Station, Unit Nos.
1, 2, and 3 (Appendix A to Facility Operating License Nos.
NPF-41, NPF-51, and NPF-74, respectively).
The proposed changes would revise Section 6, "Administrative Controls," of the Technical Specifications to define the lines of functional respons1b1lity more clearly, and better descr1be techn1cal and review activities.
- 2. 0 EVALUATION The proposed changes to the technical specifications reflect many organiza-tional and administrative modifications.
Host of these changes revise titles, positions descriptions, and responsibilities, and include the following:
The position of Assistant Vice President Nuclear Production has been deleted and the duties and responsibilities have been reassigned to various individuals at the senior manager level.
The position of Plant Director has been deleted and most of the duties and responsibilities have been transferred to the V1ce President, Nuclear Production.

k 4 The t1tle of D1rector, Standards and Technical Support has been changed to Director, Technical
- Support, and assignment of Standards development has been assigned to a senior manager for the associated funct1onal group.
The title of D1rector, Site Services has been changed to Director, PVNGS Services.
Three titles have been created:
General Manager, Site Radiat1on Protection; General Manager, Site Chem1stry; and General
- Manager, Training.
The position of Vice President, Nuclear Safety and Licensing has been created.
The position of Director, Nuclear Safety and Licensing has been changed.
There 1s now a Deputy D1rector, Nuclear Safety and a Director, Nuclear Licensing and Compliance.
The General Manager, Training reports to the Vice President, nuclear Product1on, and is responsible for the training organization rather than the Director, Site Services.
The licensee also proposed a change to their Nuclear Safety Group which provides independent reviews and aud1ts of designated activities.
This group has been replaced by the newly formed Offsite Safety Review Coomittee and 1s responsible the independent reviews and for evaluating and making recommendations for safe plant operations.
This amendment also proposed TS changes to allow two Shift Technical Advisors (STA) on s1te per shift dur1ng modes 1, 2, 3, or 4, rather than one STA per unit per shift during modes 1, 2, 3, or 4 as currently required by TS Table 6.2-1.
- However, by letter dated December 30,
- 1991, APS withdrew this proposed TS change.
Finally, the licensee proposed a change to the description of their training program to reflect changes in 10 CFR 55.
Appendix A to 10 CFR 55 has been incorporated into the subpart.
The reference to Appendix A has been deleted from the training program descr1ption.
These proposed changes to the TS describe modifications to titles, positions, plant operating responsibilities, reporting chains, and functions and responsibilities of management positions.
This submittal also reflects changes to the licensee's committee for safety reviews and self assessment, and to the description of their training program.
The staff has reviewed these proposed changes in accordance with the guidance, acceptance
- criteria, and review procedures provided in Standard Review Plan Chapter 13, Conduct of Operations.

~ 3 13.2 (Training), 13.4 (Operat1onal Review) were used to rev1ew the licensee's submittal.
The staff concludes that these changes are cons1stant with NRC guidance and regulations and are, therefore, acceptable.
- 3. 0 STATE CONSULTATION In accordance with the Commission's regulations, the Arizona State offic1al was notified of the proposed 1ssuance of the amendment.
The State official had no comments.
- 4. 0 ENVIRONMENTAL CONSIDERATION The amendments change administrative procedures or requirements.
Accordingly, the amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10).
Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendments.
- 5. 0 CONCLUSION The Commission has concluded, based on the considerat1ons discussed
- above, that:
(1) there is reasonable assurance the health and safety of the public will not be endangered by operation in the proposed
- manner, (2) such activi-t1es w111 be conducted in compl1ance w1th the Comm1ssion's regulat1ons, and (3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.
