Dear Mr. Lundy:

Senator Bingaman requested that the U.S. Nuclear Regulatory Commission (NRC) respond to your letter of June 24, 1991, concerning the Palo Verde Nuclear Generating Station in Phoenix, Arizona.

Palo Verde has three operat1ng units.

The NRC granted full power licenses for Un1ts 1, 2 and 3, on June 1,

1985, April 24,

1986, and November 25,
1987, respectively.

These licenses were granted after thorough licensing reviews and successful completion of preoperational test1ng for each unit.

The information regarding the authorization to operate at 50-percent power is inaccurate.

At present these plants are authorized to operate at 100-percent power.

You expressed fears about nuclear energy.

The NRC has the sole responsibility in this country to regulate commercial nuclear power and to protect the health and safety of the public and the environment.

To assist in carrying out this

charter, the NRC has stationed resident 1nspectors at all nuclear power
plants, including Palo Verde.

These resident inspectors monitor plant operations ensuring that the fac111ty 1s safely operated in accordance with techn1cal specifications and conditions associated with the operating license.

To make 1nformat1on such as NRC 1nspect1on reports publ1cly ava1lable, NRC has established a local publ1c document room (PDR) for Palo Verde.

This PDR is located at the Phoenix Public Library, 12 East McDowell Road,

Phoenix, Ar1zona.

We hope that our response to your concerns shows you that the NRC is taking appropriate actions to ensure safe operation of each operating reactor at the Palo Verde Nuclear Generat1ng Station.
