June 3-12, 1991, of activities authorized

and NPF-74,

and to the discussion of,findings held with your staff at the

conclusion of the inspection.

Areas

examined during this inspection

are described

in the enclosed

inspection

report.

Within these

areas,

the inspection consisted of selective

examinations

of procedures

and representative

records,

interviews with

personnel,

and observations

by the inspector.

Based

on the+results

of this inspection, it appears

that one of your

activities was not conducted

in full compliance with NRC requirements,

as set

forth in the enclosed

Notice of Violation.

Your response

to this notice is to

be submitted in accordance

with the provisions of 10 CFR 2.201

as stated in

the Notice of Violation.

The

NRC considers

that additional

management

attention is required in the area

of fire protection.

For example:

(1) certain of your procedures

were in need

of clarification and improvement in the areas

addressing

allowed volumes of

combustible liquids and verification of backup fire pump operability; (2) your

fire brigade

lesson

plans.

need to be more focused

upon the problems

and

hazards

unique to your nuclear facilities; and (3) the performance

and

practices

employed

by your fire brigade

need attention

and improvement.

We

will be examining these

areas further during subsequent

inspections.

In accordance

with 10 CFR 2.790(a),

a copy of the letter and the enclosure

will be placed in the

NRC Public Document

Room.

The response

directed

by this letter is not subject to the clearance

procedures

of the Office of Management

and Budget

as required

by the Paperwork

Reduction Act of 1980,
