Unit 3 Proposed Technical Specification Amendment Reload Cycle 3

91-056-026; 91-005-419.5 Attached please find proposed changes to the PVNGS Unit 3
Technical Specifications.
The proposed changes are necessary to support Cycle 3 operation of PVNGS Unit 3.
The Reload Analysis Report (RAR) in support of Cycle 3 is enclosed as attachment 5.
Reference 1 stated that the analyses contained therein would be used as input to the Unit 3, Cycle 3
RAR.
Since the analyses in reference 1 have not been reviewed by the NRC Staff, APS has not used them as input for the Unit 3, Cycle 3 analyses.
Subsequent to NRC approval of reference 1,
APS will use the analyses contained therein as input for future reload analyses.
The proposed changes to the Technical Specifications in this amendment request and the methodology used to determine those changes are identical to those in the Unit 2, Cycle 3 reload submitted previously by reference 2, and as approved by the NRC on May 16, 1990.
This amendment matches the guidance concerning the application of standards for determining whether or not a significant hazards consideration exists as discussed in Federal Register dated March~6, 1986, titled "Final Procedures and Standards on No Significant Hazards Consideration."
The amendment is identical to example (iii), a change resulting from a nuclear reactor core reloading.

Approval of this Technical Specification amendment request is required prior to Mode 5 entry.
At the present, entry into Mode 5 is scheduled for April 29, 1991.
