conducted

and K.A. Miles of this office on September
17 through September
21, 1990, of
activities authorized
by NRC License

and to
the discussions
of our findings by Mr. Cillis with Mr.
W.
C.
Marsh and other
members of your staff at the conclusion of the inspection
on September
21,
1990.
Areas
examined during this inspection are described
in the enclosed
inspection
report.
Within these
areas,
the inspection consisted of selective
examinations of procedures
and representative
records,
interviews with
personnel,
and observations
by the inspectors.
One violation of NRC requirements
was identified within the scope of this
inspection.
The violation is not being cited because
the criteria specified
in 10 CFR Part 2, Appendix C, Section
V.
G. of the Enforcement Policy were
satisfied.
Section
3 of the enclosed report describes
several
instances
in which known
deficiencies
have not been resolved in a timely manner.
We request that you
advise
us of your schedule
to address
the items discussed
in 3.A, 3.C,
and
3.D by December
17, 1990.
In accordance
with 10 CFR 2.790(a),
