PROPOSED TECHNICAL SPECIFICATION CHANGE - PALO VERDE NUCLEAR GENERATING STATION, UNIT 1, RE:

EXTENSION OF INTERVAL FOR STEAM GENERATOR EDDY CURRENT EXAMINATION (TAC NO. 77819)

By letter dated October 8, 1990, Arizona Public Service Company proposed changes to the Palo Verde Unit 1 Technical Specifications to extend the interval for steam generator (SG) eddy current examination.

We have reviewed the application and conclude that the discussions related to the No Significant Hazards Consideration (Section D) and the Safety Analysis (Section E) are not sufficiently detailed to permit staff evaluation.

The aforementioned paragraphs lack substantive evaluation.

The aspect of increasing the probability of an accident previously evaluated should be addressed in the discussion of Standard 1 in Section D.

In the safety analysis no bases was given for Combustion Engineering's conclusion that any out of specification lay-up conditions should not have initiated corrosion on SG materials during the 'last refueling outage.

In addition, no bases were given for your deter-mination on page 3 to indicate that adequate chemistry control was maintained in the Unit I SGs.

A stand-alone application must provide adequate supporting bases for the proposed changes by discussion, rather than by broad assertion of a cceptab i 1 ity.

As a result, we must deny your October 8, 1990 application for amendment.

Should you decide to pursue this amendment

request, we ask that you revise your'ubmittal to include the necessary discussions.
