October 23, 19 Docket Nos. 50-528, 50-529 and 50-530 Mr. William F.

Conway Executive Vice President Arizona Public Service Company Post Office Box 53999 Phoenix, Arizona 85072-3999

Dear Mr. Conway:

SUBJECT:

RESPONSE

TO NRC GENERIC LETTER 90-03, "RELAXATION OF STAFF POSITION IN GENERIC LETTER 83-28, ITEM 2.2 PART 2, VENDOR INTERFACE FOR SAFETY-RELATED COMPONENTS,"

FOR PALO VERDE NUCLEAR GENERATING STATION (PVNGS), UNIT NOS. 1, 2

AND 3 (TAC NOS. 76270, 76271 AND 76272)

Generic Letter (GL) 90-03, dated March 20, 1990, was issued to clarify the staff position concerning Item 2.2 Part 2 of GL 83-28 "Vendor Interface for Safety-Related Components."

The generic letter requested that all licensees and applicants review their present vendor interface programs and modify them as necessary using the guidance supplied in the generic letter.

By letter dated September 28, 1990, you responded to GL 90-03 and indicated that PVNGS has established a Vendor Interface Program that covers all the safety-related components within the NSSS scope of supply and requires annual written communication with all safety-related component vendors.

You indicated that the appropriate PVNGS procedures will be revised in accordance with the guidance given in GL 90-03 by January 1991.

In addition, you described the Vendor Technical Manual Consolidation Project that you plan to complete by December 1993.

The staff has reviewed your response and finds it acceptable.

This action closes TAC Nos. 76270, 76271 and 76272.
