This letter refers to the routine unannounced

inspection

conducted

by Messrs.

C.

A. Clark and

P.

G. Galon of this office on August 27-September

7, 1990, of

activities authorized

by

NRC License Nos.'PF-41,

NPF-51

and NPF-74,

and to

the discussions

of our findings held with members of your staff at the

conclusion of the inspection.

Areas examined during this inspection

are described in the enclosed

inspection

report.

Within these

areas,

the inspection consisted of selective

examinations of procedures

and representative

records,

interviews with

personnel,

and observations

by the inspectors.

While no violations or deviations of NRC requirements

were identified within

the scope ot this inspection,

we have concluded that additional

management

attention is required to ensure that the Operating Experience

Review Program

for NRC Information Notices is effectively implemented.

Also, there is a

concern that there

are existing licensee

procedures

that allow the use of the

Work Control process for correction of identified unacceptable

conditions that

could result in a lack of engineering

review, evaluation,

and corrective

action.

The use of this Work Control process

could bypass

the licensee

deficiency identification and root cause

analysis

programs.

In accordance

with 10 CFR 2.790(a),

a copy of this letter and the enclosure

will be placed in the

NRC Public Document

Room.
