report refers to an Enforcement

Conference that was held with

of your staff'at the

NRC Region

V Office in Walnut Creek, California, on July

10,

1990.

The purpose of the conference

was to discuss

apparent violations

that were sumarized

in Region

V Inspection

Report

No. 50-528/90-25,

dated

July 5, 1990.

guring,the conference,

you requested

additional

time to review the findings

of the

NRC Inspection

Report

and stated that you would provide the results of

your review by separate

correspondence.

The enclosed

report also refers to a

subsequent

NRC inspection at the Palo Verde site to review the details of

your submittals of July 20, August

1 and August 15, 1990, which were

submitted following the Enforcement

Conference.

Based

on the results of this inspection, it appears

that several

of your

activities were not conducted in full compliance with NRC requirements,

as

discussed

in the enclosed report.

These

apparent violations will be the

subject of separate

correspondence.

In accordance

with, 10 CFR 2.790 of the

NRC's "Rules of Practice,"

a copy of

this letter, the enclosure,

and any response will be placed in the

NRC Public

Document

Room.

Should you have

as
