APS REQUEST FOR ALLEGATION INFORMATION PALO VERDE NUCLEAR GENERATING STATION This is in response to your letter of August 10, 1990 in which you requested that all allegations related to the safety of Palo Verde Nuclear Generating Station be furnished to Arizona Public Service Company (APS).
Allegations received regarding a nuclear facility are processed, controlled, investigated and resolved strictly in accordance with the NRC Manual, Chapter
- 0517, "Management of Allegations".
We have enclosed a copy for your information.
A copy of this manual chapter is also located in the NRC Public Document Room in Washington, D.C.
As discussed in paragraph
- 0510, as many allegations as possible are referred to licensees for investigation, where it is appropriate to do so.
The licensee's investigation is subject to audit by NRC.
There are two major exceptions to the involvement of the licensee in the resolution process.
The first exception is where the information cannot be released in sufficient detail to be of use to the licensee without compromising the identity of the alleger.
The second exception is where a licensee could compromise an investigation or inspection because. of knowledge gained from the release of information.
From the above, therefore, you can see that not all allegations are referred to the licensee and our procedures do not provide for you to see all allegations related to Palo Verde.
Having said that,
- however, licensees are promptly informed of all allegations involving a potentially significant and immediate impact on the public health and safety to assure proper and timely action.
