This letter refers to an Enforcement

Conference that was held with you,

Mr. J.

N. Bailey, Mr. E.

C. Simpson

and other members of

your staff at the

NRC Region

V Office in Walnut Creek, California,

on

August'1,

1990.

The purpose of this conference

was to discuss

apparent violations

. that are

summarized in Region

V Inspection

Report

Nos. 50-528/90-36,

50-529/90-36

and 50-530/90-36,

dated August 23, 1990.

Briefly, these

are:

Your apparent failure to notify the

NRC as required

when four licensed

operators

developed

medical conditions which caused

them to not fully

meet the medical qualification requirements for licensed operators.

Your incorrect certification on three occasions

in 1987,

1988 and

1989

that

a total of 15 applicants for an operator license met'the medical

requirements for initial licensing.

The focus of the enforcement

conference

was to discuss

the apparent

breakdown

of your medical qualifications

program for licensed operators,

discovered

by

you in June

1990,

and your subsequent

corrective actions.

The minutes of this conference

are provided in the enclosed

inspection report.

In accordance

with 10 CFR 2.790(a),

a copy of this letter and the enclosures

will be placed in the

NRC Public Document

Room.
