and 14, 1990, of activities authorized

by NRC

NPF-51,

and NPF-/4,

and to the discussion of our

findings held by Mr.

Prendergast

with members of your staff at the conclusion

of the inspection.

Areas

examined during this inspection are described

in the enclosed

inspection

report.

Within these

areas,

the inspection consisted of selective

examinations of procedures

and representative

records,

interviews with

personnel,

and observations

by inspectors.

No deviations or violations of NRC requirements

were identified within the

scope of this inspection.

We call your attention to paragraph

3 of the enclosed report, which discusses

long standing problems with your ability to provide for personnel

accountability

as described

in your Emergency

Plan.

We encourage

senior

management

to review the results of the scheduled July accountability drill

and, if necessary,

assure

aggressive

action is taken to promptly correct

any

deficiencies.

In accordance

with 10 CFR 2. 790(a),

a copy of this letter and the enclosure

will be placed in the

NRC Public Document

Room.
