M. Thompson of this office conducted

from

May 14,

1990 through

May 18,

1990, of activities authorized

by

NRC License

Nos.

NPF-41,

NPF-51,

and NPF-74,

and to the discussion of findings held

with your staff at the conclusion of the inspection.

Areas examined, in this inspection

are described

in the enclosed

inspection

report.

Within these

areas,

the inspection consisted of selective

examinations of procedures

and representative

records,

interviews with

personnel,

and observations

by the inspectors.

Our inspection of your training program indicates that

some progress

has

been

made in implementing

a Systems

Approach to Training.

Your efforts to

implement this approach

should continue,

as there are still substantial

improvements

needed.

The current status of the simulator upgrade project schedule

has

had

some

slippage.

It appears

that this slippage

has

reduced

the schedule float time.

If the schedule is allowed to slip significantly it could have

a serious

impact on the training and qualification of your licensed operators.

Your

close attention to this concern is warranted

due to the potential

impact it

would have

on your licensed operator training program

and the certification

of the simulator due in May 1991,

due to the potential

postponement

of

operator simulator requalification training beyond

March 1991.

At the Exit Interview, you committed to review your licensed operator medical

records to ensure that all licensed operators

had

been medically examined at

the required frequency.

You also committed to review your licensed operator

requalification records to ensure that no operator

who had failed his annual

operating test

was returned to licensed shift duties prior to passing

an annual

operating test.

Please

advise this office of the results of these

reviews

when they are completed.

In accordance

with 10

CFR 2.790(a),

a copy of the letter and the enclosure

will be placed in the

HRC Public Document

Room.

The response

required

by this letter is not subject to the clearance

procedure

of the Office of Management

and Budget

as required

by the Paperwork

Reduction

Act of 1980,

PL 96-511.
