This refers to a meeting held with you and members of your staff at the

Arizona Public Service

Company corporate offices in Phoenix, Arizona,

on April

10,

1990.

The subjects

discussed

are summarized in Meeting Report Nos.

50-528/90-21,

50-529/90-21,

and 50-530/90-21,

enclosed

herewith.

A copy of

the slides

used during your presentations

is also enclosed.

During this meeting,

we discussed

the status of your Unit 1 pre-restart action

items.

Me were encouraged

to hear the significant strides you have

made in

accomplishing

and verifying completion of many of these items.

Me also

recognized that additional effort is still needed to complete this work.

Your

intentions to continue your management

oversight activities during Unit 1

restart

and your intentions for a careful approach to criticality upon

completion of all your pre-restart action items are considered to be prudent

and necessary.

During this meeting,

we also took the opportunity to review recent events at

Palo Verde such

as the Unit 1 Shutdown Cooling system leak, the Unit 2 venting

of the pressurizer,

and the Unit 3 pressurizer

instrument isolation valve

packing leak.

Finally, we discussed

with you various initiatives that you have started in

the areas of engineering,

maintenance

and guality Assurance.

In addition,

we

discussed

your plan for integration of those initiatives and others that you

have implemented.

Me look forward to discussing

these activities with you in

the future to assess

the effectiveness

of these initiatives when they have

been

implemented.

In accordance

with 10 CFR 2.790(a),

a copy of this letter and the enclosures

will be placed in the

NRC Public Document

Room.
