and to the discussions

of our findings held with members of your staff on

January

26,

1990,

February 9, 1990,

February 23,

1990 (per telecon),

March 23,

1990,

March 30,

1990, in the Region

V Office, and subsequent

telephone

conversations

through April 16,

1990.

Areas

examined during this inspection

are described

in the enclosed

inspection

report.

Within these

areas,

the inspection consisted of selective

examinations of procedures

and representative

records,

interviews with

personnel,

and observations

by the inspectors.

One violation, identified in

paragraph

2.E(5) of the enclosed

inspection report,

has not been cited since

the criteria set forth in 10 CFR Part 2, Appendix C, Section V.G.l, were found

to have

been satisfied.

This inspection identified that your personnel

are still reluctant to initiate

a Material Nonconformance

Report

(MNCR) or Engineering Evaluation

Request

(EER), immediately within their shift upon identification of a deficiency or

nonconformance

condition.

Without immediate documentation of these identified

conditions,

there is no way to ensure

adeq'uate operability determination,

engineering

evaluation

and management

review of the identified condition.

This area requires additional

management

attention.

The

NRC has

developed

several

concerns

regarding the status of your 10 CFR 50,

Appendix R, emergency lighting.

These

issues

are

documented

in the enclosed

inspection report

as unresolved

items.

We look forward to meeting with you

as

soon

as possible to resolve these

issues

and request that you expeditiously

advise

us of an acceptable

date.

In accordance

with 10 CFR 2.790(a),

a copy of this letter and the enclosure

will be placed
