This letter refers to the routine inspection
conducted
by Mr.
M. Cillis,
February 28,
1990, through
March 2, 1990,
and March 5, 1990 through March 9,
1990, of activities authorized
by NRC License
Nos.
and to the discussions
of our findings by Messrs. Cillis, and
G.
P.
Yuhas with
Mr. J.
M. Levine and other members of your staff at the conclusion of the
inspection
on March 9,1990.
Areas
examined during this inspection
are described
in the enclosed
inspection
report. Within these
areas,
the inspection consisted of selective
examinations
of procedures
and representative
records,
interviews with personnel,
and
observations
by the inspectors.
Based
on the results of this inspection
and another mailed to you on March 5,
1990 (Inspection
Report 50-528/90-04), it appears
that you have not
established
effective controls over locked high radiation areas.
We consider
the three recent occurrences
of unattended,
unlocked high radiation areas
to
be similar in nature to a previous occurrence
wherein you received
a Notice of
Violation and Proposed
Imposition of a Civil 'Penalty
on December
1, 1988.
Your corrective actions to that Notice have not been timely and the
administrative controls recently implemented to enhance
the security of locked
have not been fully complied with.
Although we view the unlocked high radiation areas with concern,
we are
more
concerned with the timeliness
and effectiveness
of your corrective actions.
This concern is heightened
by our review of your actions to repair multipoint
recorders for plant radiation monitors
as described in Inspection
Report
50-528/90-04.
The need .,to discuss
these
issues with you in an enforcement
conference
was discussed
in a telephone
conversation
between
Mr. J.
M. Levine
and myself on March 20,
1990.
This letter confirms that an enforcement
conference will be held at 10:00 a.m.
on March 30, 1990, in the Region
V
office.
Enforcement action concerning the above'atters
will be the subject of
separate
correspondence.
In accordance
with 10 CFR 2.790(a),
a copy of this letter and the enclosure
will be placed in the
NRC Public Document
Room.
