Emergency Operating Procedures le 90-00 -493 This letter provides an updated status of our actions to upgrade the Emergency Operating Procedures (EOPs). The schedule for the completion of the EOP upgrade has been revised to incorporate increased work scope and the limited availability of the simulator for procedure validation. Attachment 1 delineates the current schedule.

The scope of the EOP upgrade program was expanded to include guidance provided in NUREG 1358 as recommended by the NRC (Reference B). In addition, efforts to resolve human factor concerns within procedures have added more man-hours to procedure preparation than originally anticipated.

The EOP validation schedule includes use of the plant simulator to perform procedure walkdown, verification, and validation. APS originally intended to complete validation of the upgraded EOP's by May 22, 1990. However, the extensive changes currently in progress to improve the simulator fidelity, as discussed with the NRC, preclude use of the simulator until changes are complete. Therefore in order to minimize the delay caused by these changes, the validation of the revised EOPs will be accomplished in two phases. An initial validation will be performed by computer simulation, table top discussion, and walkdown. This will minimize the time requirements for validation on the simulator. The simulator validation will then be performed when the simulator is available in the second quarter of 1991.
