conducted

C. Carson of this office on January

31, 1990, through

February 2, 1990,

February

5, 1990 through February 9, 1990,

and February

12,1990 through February 15, 1990, of activities authorized

by NRC License

Nos.

NPF-41,

NPF-51 and NPF-74,

and to the discussions

of our findings by

Messrs. Cillis, Carson

and Wenslawski with Mr. J.

M. Levine and other members

of your staff at the conclusion of the onsite inspection

op February 9, 1990.

The inspection

was conducted for the purpose of reviewing circumstances

related to a contamination

event that occurred

on January 8, 1990,

and two

instances

of unlocked high radiation areas that occurred in November 1989.

Fol,lowup on other open issues

was also performed during the inspection.

The

inspection consisted of selective

examinations of procedures

and

representative

records,

interviews with personnel

and observations

by the

inspectors.

Based

on the results of this inspection it appears that you failed to

adequately

control access

to high radiation areas

on two occasions

in November

1989.

Enforcement actions relative to the findings of this inspection

are

pending our review of an additional similar event that occurred

subsequent

to

this inspection.

In accordance

with 10 CFR 2.790(a),

a copy of this letter and the enclosure

will be placed in the

NRC Public Document

Room.
