Dear Mr. Conway:
On November 21, 1989, the NRC staff issued Bulletin 89-03 "Potential Loss of Required Shutdown Margin During Refueling Operations."
The bulletin requested that all PWR licensees and PWR construction permit holders take the actions described in the bulletin to ensure that an adequate shutdown margin is maintained during all refueling operations.
Sincerely, By letter dated January 26, 1990, Arizona Public Service Company responded to the Bulletin which indicated that programs are in place for Unit 1, and will be in place for Units 2 and 3 prior to their next respective refueling outage to address the requested actions.
Therefore, the staff considers your response to NRC Bulletin 89-03 to be satisfactory.
