Box 53999 Phoenix, Arizona 85072-3999

Dear Nr. Bailey:

Subject:

Palo Verde Nuclear Generating Station Units 1, 2, 3

Program to Ensure Operator Procedural Compliance The referenced letter documented the Arizona Public Service Company (APS) revised policy governing the use of procedures at the Palo Verde Nuclear Generating Station (PVNGS).

The revisions to the PVNGS policy and conduct of operations procedure were in response to an NRC finding that some licensed operators at the Palo Verde Nuclear Generating Station had not performed normal and off normal plant evolutions in 'accordance with plant operating procedures during a licensed operator initial examination.

The policy and conduct of operation procedure revisions will be verified'uring future inspections and licensed operator operating examinations.

Your cooperation and response to these concerns is appreciated.

Sincerely,

/ 5i A. E. Chaffee, Deputy Director Division of Reactor Safety and Projects.
