Conway Executive Vice President Gentlemen:

The purpose of this letter is. to confirm our understanding of the actions you have completed to prepare Unit 3 for restart, and to confirm our understanding of those actions you intend to take prior to the restart of Unit 1.

This letter recognizes the activities which have occurred at the site since the issuance of the June 28, 1989, Confirmatory Action Letter and

thus, supersedes that letter.

Based on the discussions held between respective members of our staffs, our understanding of your completed and planned actions is as follows:

1.

As certified by your letter dated December 24, 1989, you have completed all restart action.items applicable to Unit 3.

Based on that certification, the briefing you provided to the NRC staff on December 1,

1989, and on our review of your actions, we concur that restart of Unit 3 may proceed.

2.

Prior to restart of Unit 1, your restart action list will be completed for that Unit, and you will certify in writing the completion of those actions to the NRC.

The Unit 1 restart action list will include all appropriate actions developed from the reviews of the failures which occurred during the Unit.3 event on March 3, 1989, and from failures which occurred during the Unit 1 event on March 5, 1989.

The restart action list will specifically include actions to confirm that the atmospheric dump valves (ADVs), emergency lighting, and steam bypass control systems are operable and that the reactor coolant pumps'ower supplies are reliable.

In addition, those items on the Unit 2 or Unit 3 restart list which are generic to Unit 1 will be reviewed at Unit 1.

You will provide your restart action list for Unit 1 to the NRC at least 14 days prior to the scheduled restart of that unit.

3.

The post-restart actions identified in your letter dated June 8, 1989, and as updated by your letters dated November 6, 1989, and December. 8, 1989, will be satisfied as specified in these letters.

At least seven days prior to the scheduled restart of Unit 1, you will provide to the g

NRC an updated written status report on the completion of post-restar R~tions which are applicable to any of the units.
