and to the discussion of our finding held by the inspector

with Mr. W. Marsh and members of the Arizona Nuclear

Power Project staff at

the conclusion of the inspection.

Areas

examined during this inspection

are described

in the enclosed inspection

report.

Within these

areas,

the inspection consisted of selective

examinations of procedures

and representative

records,

interviews with

personnel,

and observations

by the inspectors.

The enclosed

inspection report .reiterates

our concerns

regarding

the OA/QC

organization's

less

than adequate

involvement

and effectiveness

in the past.

The report recognizes

the changes

in organization

and programs

being

implemented to correct these

weaknesses.

Significant management

oversight

and vigorous implementation of these

changes will be required to effectively

attain

improvements

in your OA/OC program.

No deviations or violations of NRC requirements

were identified within the

scope of this inspection.

In accordance

with 10 CFR 2.790(a),

will be placed in the
