EMERGENCY AUTHORIZATION OF TECHNICAL SPECIFICATION CHANGE FOR PALO VERDE NUCLEAR GENERATING STATION (PVNGS),
UNITS 2 AND 3 (TAC. NOS. 75160 AND 75161)
This letter authorizes a change to Technical Specification 3/4.5.2, "Emergency Core Cooling Systems" as requested by your letter dated October 25, 1989.
Your letter requested that the flow specifications for high pressure safety injection (HPSI) pump simultaneous hot leg and cold leg injection flow balancing be modified, and was made on the basis that the startup of Units 2 and 3 would be unnecessarily delayed and that significant schedule and economic impact would be incurred in the absence of any safety concern if reperformance of the surveillance test was required.

NPF-51 and 74, for PVNGS Units 2 and 3
are 'hereby amended by changing Technical Specifications pages 3/4 5-6 and 03/4 5-3 (copies enclosed) as requested by your Emergency Technical Specifi-
