This letter refers to the routine inspection

conducted

by Mr.

M. Cillis of

this office on April 24, 1989,

through April 28, 1989, of activities

authorized

by

NRC License

Nos.

NPF-41,

NPF-51 and NPF-74,

and to the

discussion of our findings held by Mr. Cillis with Mr. J.

E. Kirby and other

members of your staff at the conclusion of the inspection

on April 28,

1989.

Areas

examined during this inspection

are described

in the enclosed

inspection

report.

Within these

areas,

the inspection consisted of selective

examinations

of procedures

and representative

records,

interviews with

personnel,

and observations

by the inspector.

No violations of NRC requirements

were identified within the

scope of this

inspection.

The enclosed

inspection report indicates

the corrective actions

described

in

your

December

29, 1988,

response

to the

NRC Notice of Violation and Imposition

of Civil Penalties

dated

December

1, 1988,

have not been totally effective.

The report describes

many deficiencies identified by your Oversight Group to

monitor the adequacy of the radiation protection program being provided during

Unit 1 refueling activities.

We would expect that the corrective actions

described

in your December

29,

1988, letter, to be lasting and effective in

preventing the types of deficiencies identified by the Oversight Group.

The

enclosed

inspection report is worthy of your careful consideration.

While the

NRC enforcement policy encourages

licensees

to identify and correct

deficiencies,

we also expect corrective actions to be lasting and effective.

We would expect that

ANPP management will continue to closely monitor the

adequacy of performance of the radiation protection program implementation.

In accordance

with 10 CFR 2.790(a),

a copy of this letter and the enclosure

will be placed in the

NRC Public Document

Room.
