on April 3-14,

1989, of activities authorized

NRC License

NPF-41,

NPF-51 and NPF-74,

and to the discussion

of our findings held with members of

your staff at the conclusion of the inspection.

Areas

examined during this inspection. are described

in the enclosed

inspection

report.

Within these

areas;

the inspection consisted

of selected

examinations

of procedures

and representative

records,

interviews with personnel;

and

observations

by the inspector.

We are concerned that your Inservice Inspection (ISI) processes

for

identifying, documenting,

resolving,

and correcting nonconforming conditions

may not be sufficiently'igorous to assure that all nonconforming conditions

are identified to appropriate

levels of station

and technical

management

for

resolution,

review and approval of corrective actions,

both immediate

and

those actions to preclude

recurrance.

While no violations or deviations

were

identified within the scope of this inspection,

please

evaluate this situation

and provide the results of your evaluations

and any needed

improvements

to

this office in writing within 30 days.

Detailed information and examples

are

provided in paragraph

3 of the enclosed

report.

In accordance

with 10 CFR 2.790(a),

a copy of this letter and the enclosure

will be placed in the

NRC Public Document

Room.
