This letter refers to the special
team inspection
conducted
by Mr.
M. Cillis
and other
NRC personnel
on February 13-17,
1989, of activities authorized
by
NRC License
Nos.
NPF"51 and NPF-74 and to the discussions
of our
findings held by Messers.
M. Cillis and
G.
Yuhas
and other team
members with
Mr. J.
G.
Haynes
and other members of your staff at the conclusion of
the'nspection.
Areas
examined during the inspection
are described
in the enclosed
inspection
report. Within these
areas,
the inspection consisted of selective
examinations
of procedures
and representative
records,
interviews with
personnel
and observations
by the inspector.
No violations of NRC requirements. were identified within the scope of this
inspection.
The-inspection
.found that the corrective actions "described in
your December
29, 1988,
response
to the
NRC Notice of Violation and Imposition
of Civil Penalties
dated
December 1, 1988,
are being implemented
and that
adequate
radiological planning
and preparations
have
been
made to support
concurrent
outages
at Units 1 and 3.
In response
to several
specific inspection findings, Mr. Haynes
committed to
take
some actions.
These actions
are documented
in paragraph
7 of the
enclosed
inspection report.
If our understanding
as
documented
in the
enclosed
report is not correct please
advise
me as
soon
as possible.
In accordance
with 10
CFR 2.790(a),
a copy of this letter and the enclosure
will be placed in the
NRC Public Document
Room.
