This refers to the
NRC's Systematic
Assessment
of Licensee
Performance
(SALP)
Board Report dated
December
23,
1988 for your Palo Verde Nuclear Generating
Station;
our meeting with the
APS Executive Committee of the Board of
Directors
and members of ANPP management
on January
17,
1989, during which we
discussed
the themes of this report;
and the written comments
provided in
your February 24,
1989 letter in response
to the
SALP Board's report.
During the January
17,
1989 meeting,
Mr. V. Stello and I stated that
we wanted
to ensure
the Board
was well aware of our concerns
with ANPP performance
in
operating
the Palo Verde Nuclear Generating Station.
By recounting
the NRC's
view of ANPP performance
during th'e
SALP period directly to the Board, it
also provided
us the opportunity to encourage
the Board to take
an active role
in Palo Verde, in an attempt to prevent further performance
decline.
Subjects
discussed
during the meeting are sumnarized
in the enclosed
meeting report.
We have reviewed your February
24,
1989 response
to the
SALP Report
and
conclude that the corrective actions you described
to effect improvement in
identified areas
of weakness
appear
responsive.
However, recent operational
events at each of the three units tend to underscore
our. concern,
and
illustrate the significant commitment
on the part of senior management
that
will be necessary
to effect meaningful, lasting
improvement.
We will discuss
the progress of your corrective actions during future inspections
and
management
meetings.
Based
on the formal exchange of information between
our respective staffs,
and in the absence
of verbal identification of discrepancies
within the
report or written comments
from you which require resolution,
we have
concluded that .no changes
to the December 23,
1988
SALP Board Report are
deemed
necessary.
Related

in Appendix I to this
letter.

Arizona Nuclear Power Project's
(ANPP's) January
24,
1989 response
to
the Palo Verde
SALP Board Report presented
no objections to the specific
content of the report.
Because
there
were
no objections,
no changes
were
made to the
SALP Report.
ANPP did make several clarifying comments
regarding situations
described
in the
SALP Report.
These clarifications were noted,
and will be
followed up in future inspections.
