NRC Letter to the Nuclear Construction Issues Group (NCIG),
Subject:
Visual Weld Acceptance Criteria (VWAC) for Structural Welding at Nuclear Power Plants, NCIG-01 Revision 2, dated June 26, 1985.
The staff has completed its review of your submittal of September 22, 1987 (Reference 1), which proposed a change to PVNGS FSAR Section 3.8, Design of Category I Structures.
The change will delete AWS D. 1.1-1972, REV. 1, 1973 (Structural Welding Code) Visual Acceptance Criteria for Structural Weld Categories A, B, C, and D, and replace it with the acceptance criteria of Nuclear Construction Issues Group Document NCIG-01, REV.
2 (VWAC).
In Reference 2 the staff provided generic guidance to the NCIG concerning implementing the visual weld acceptance for structural welding at nuclear power plants.
The guidance states that 1)
VWAC represents an acceptable approach for visual inspection of structural weldments that are under the purview of American Welding Society standard D. 1. 1 or other non-ASME class structures; 2)
VWAC is not applicable to inservice inspections that are required by Section XI of the ASME Code;
- 3) Applicants and licensees wishing to commit to the VWAC must document their commitment in the form of an amendment to the Final Safety Analysis Report; and 4) uniform training should be provided to quality control inspectors in implementing the VWAC to assure consistency of application.
The staff's evaluation determined that the acceptance criteria proposed by the licensee conform with the written guidance to the Nuclear Construction Issues PDp goo 8082'8083g000 P

Therefore, the staff concludes that the proposed revision to PVNGS FSAR Section 3.8 is technically acceptable.
