Results of the routine inspection conducted by Messrs.
G.
Yuhas and G. Cicotte on January 12-15,
- 1988, documented in the referenced letter, identified concerns regarding the sorting of hot particle waste at Palo Verde.
As stated in the referenced letter, the inspectors observed the following:
Unit 1 currently produces large numbers of particles of Co-60.
These particles could reasonably be expected to be collected in waste generated from maintenance activities.
The licensee each day generates several hundred pounds of waste which is sorted by hand.
This sorting was performed in the DAWP facility HPCA beginning in December 1987.

102-00884-DBK/TDS/KLMC July 26, 1988 Particles in the range of 100 uCi are not easily detected as being particles, unless particle surveys are conducted on each. piece of waste.
Each piece of waste removed from the bags is not surveyed prior to hand contact.
Particles in the range of 100 uCi can produce doses greater than 25% of the extremity dose limitations of 10CFR20. 101 in short periods of time (minutes).
The licensee's personnel monitoring instrumentation and waste monitoring methods will not assure that particles generated will result in detection prior to individuals receiving significant levels of exposure.
As a result of these findings, ANPP stated that the sorting of hot particle waste would be discontinued and such waste would be transferred to the compactor without sorting.
ANPP has performed a comprehensive evaluation to assess the relative radiological significance and alternative methods to address the situation and resolve the identified concerns.
The results of this evaluation have identified corrective actions necessary to resume hot particle waste sorting.
Briefly, these actions include a pre-sort check of the bags to identify hot spots, the use of negative pressure glove boxes and handling tools for sorting and conducting surveys, frequent procedurally controlled monitoring of workers and gloves by qualified personnel, and the appropriate use of extremity dosimetry.
ANPP has implemented these actions, believes these actions adequately address the identified concerns and has resumed the sorting of hot particle waste at Palo Verde.
