SUBJECT:

PROPOSED TECHNICAL SPECIFICATION CHANGE, LPSI FLOW REQUIREMENTS FOR PALO VERDE (TAC NOS. 67778, 67779 and 67780)

By letter dated March 16, 1988, you submitted a proposed change to the Technical Specifications for Palo Verde, Units 1, 2 and 3.

Specifically, the change would revise the flow requirements. for each LPSI loop from 4900

+ 100 gpm to 4800

+ 200 gpm.

Based on our preliminary review of your request, we conclude that you have not provided sufficient justification to permit us to complete our evaluation.

Specifically you have not addressed whether the proposed reduction in flow rate affects the assumptions that had been used in ECCS analysis of record for Palo Verde.

If the assumptions are affected, the changes should have been identified and a revised analysis should have been provided.

Therefore, we plan to take no further action on the subject request.
