PALO VERDE NUCLEAR GENERATING STATION, UNITS I,.2,. AND 3-REGULATORY EFFECTIVENESS REVIEW This letter conveys the results and conclusions of the Regulatory Effective-ness Review (RER) conducted by the NRC's Office of Nuclear Regulatory Regula-tion at the Palo Verde, Nuclear Generating Station, Units 1, 2, and 3, from February 23, 1988 through March 2, 1988.

The RER team was composed of NRC personnel assisted by members of the U.S.

Army Special Forces.

The purpose of the RER program is to assure that safeguards implemented at licensed power reactors meet NRC performance objectives and that NRC safeguards regulations adequately support those objectives.

The RER findings are documented in the enclosed report (Part I, Safeguards Systems Effectiveness

Review, and Part II, Safety/Safeguards Interface Review).

Part III of the report (Vital Area Definition) will be forwarded later under separate cover.

These enclosures, which contain safeguards information of a type specified in 10 CFR 73.21, will not be placed in the Public Document

Room, and must be protected against unauthorized disclosure.

The enclosed report does not convey any new regulatory requirement.

However, the findings have been considered with respect to your ability to meet the general performance objective and requirements of 10 CFR 73.55(a).

With the exception of those findings categorized as "General Observations,"

we believe that correction of identified weaknesses could result in a

  • substantial increase in the overall protection of the public health and safety.

If you elect not to correct some weakness, it would be appreciated if your response included a discussion of why you believe corrective action is not warranted.

Please respond within 45 days after receiving this letter.
