ANPP, to USNRC Document Control Desk dated January 14, 1988 (161-00743).
Subject:
One Time Exception to Surveillance Requirement for Valve RCB-HV-105 ANPP requested a
one-time only exception to Surveillance Requirement 4.4.10 for Reactor Coolant System (RCS) vent valve RCB-HV-105.
This change request was transmitted to the NRC. by Reference (1).
The proposed change would have allowed ANPP to credit a surveillance test on valve RCB-HV-105 that was performed while the unit was in Mode 3 conditions instead of the Technical Specification required Modes 5 or 6.
Per telephone conversation with the NRC Staff on January 15, 1988,,
the NRC informed ANPP that the requested Technical Specification change was not required.
The NRC further stated that a Justification for Continued Operation (JCO) must be prepared which would state why it is safe to continue operations until the first-refueling outage.
ANPP has prepared the JCO and a copy of it's available for inspection at ANPP.
Additionally, ANPP requests that the previously submitted Technical Specification change (Reference (1))
be withdrawn as it is no longer required.
