Dear Sir:

In accordance with License NPF-51 Condition 2.C.5 and License NPF-65 Condition 2.C.4, ANPP is submitting a

change to chapter 14 of the Final Safety Analysis Report (FSAR).

Attached is the marked up FSAR page of the change.

This change was made to state that the test for the Class IE instrument power will test the automatic static transfer switch as opposed to the manual transfer switch for Units 2

and 3.

The automatic static transfer switches replaced the manual 'transfer switches in Units 2

and 3 in order to prevent the temporary loss of power to the vital instrumenta-tion and control system loads due to the time it takes to manually transfer to the alter-nate power source.

The automatic transfer switch is further discussed in FSAR Section 8.3.1.1.6.

After completion of a Safety Review and Evaluation, according to 10 CFR 50.59, ANPP has determined that this change does not introduce an unreviewed safety question.

No credit for the transfer switch is taken in the accident analysis.

The ability to safely operate the plant and transfer to an alternate power source is not adversely affected by this change.

The switch is being tested for proper operation.

The margin of safety will not be affected.

PVNGS FSAR ZJhd APPENDIX 14B l4B.S CLASS IE INSTRUMENT AC POWER l.0 OBJECTIVE To demonstrate that the four 120V-ac vital buses and associated power supplies are capable of supporting their design loads and can be transferred to the alternate sources.

2.1 Construction activities completed on the system(s) to be tested.

2.2 Permanently installed instrumentation properly calibrated and operable.

2.3 Test instrumentation available and properly calibrated.

2.4 All 125V-dc power systems available to ac inverters for the vital buses.

2.5 Alternate vital bus source available.

3.0 TEST METHOD 3.1 Operability and setpoint(s) shall verified for each alarm and tripping device.
