PALO VERDE UNIT 3 COMPLETION CERTIFICATION One of a number of actions you have scheduled to be completed prior to the licensing of the subject unit is the issuance of your letter certifying, that the unit is complete as described in the safety analysis reports reviewed and approved by the Nuclear Regulatory Commission and requesting a license for low power operation.

Since this is the third unit of a new Combustion Engineering design, we believe that there are a number of areas that would be of significant interest in issuance of the low power operating license.

These

areas, listed in the enclosure, have been discussed in the past and deserve to be addressed prior to licensing.

Your discussion of each area should include consideration of its impact on licensing Uni,t 3.

There has been discourse on all of these areas in the past so that your discussion requested here should be of a summary nature for each area with appropriate conclusions.
