SUBJECT:
PALO VERDE MASONRY MALLS The staff and its consultant, Franklin Research Center (FRC),
have completed their evaluatioII of your submittals, dated October 31 and December 11,
- 1986, regarding the proposed modifications for the masonry walls at elevation 74 feet in the control building at Palo Verde Units 1, 2, and 3.
The staff has concluded that the proposed modifications are acceptable s'ubject to the following conditions:
( 1)
Specify high strength bolts (e.g.,
A325 bolts) instead of your proposed A307 bolts, since high strength bolts are recommended in the AISC Specif-cations for friction-type connections.
(2)
Specify a coefficient of friction not greater than 0.5, instead of the proposed value of 0.7, since the value of 0.7 given in the ACI code is intended for concrete poured against rolled steel in new construction.
(3)
The spacing and pretensioning of the bolts should be such that an effective composite design will be properly achieved.
The staff also accepts the proposed implementation schedules as follows:
Unit 1 -
Complete implementation by the first appropriate planned outage of sufficient duration, but not later than first refueling.
Unit 2 -
Complete implementation by the first appropriate planned outage of sufficient duration, but not later than first refueling.
Unit 3 -
Complete implementation by initial criticality.

Subject to the three conditions specified above, the staff finds that the design and schedule for implementing the masonry wall modifications satisfy Condition, Item 4 in Attachment 1 to the full power license for Palo Verde, Unit 2 (NPF-51).
