Technical Specification Amendment Request Organizational Change File: 87-'F-005-419.05; 87-056-026 This letter is provided to request an amendment to the PVNGS Units 1, 2 and 3 Technical Specifications, Section 6; Figures 6.2-1 and 6.2-2, "Offsite and Onsite Organization."

The change is administrative in'ature in that the Manager of Nuclear Fuels will now report to the Vice President of Nuclear Production in lieu of reporting to the Director of Engineering and Construction.

This change is intended to facilitate communications between ANPP management and the nuclear fuel supply vendor.

The FSAR and other appropriate documents will be revised in the future accordingly after NRC review and approval.

ATTACHMENT DESCRIPTION OF AMENDMENT RE VEST The proposed license amendment would change Technical Specification Section 6, Figures 6.2-1 and 6.2-2 to reflect an organizational change.

The amendment is an administrative change in that the Manager of Nuclear Fuels will now be reporting to the Vice President of Nuclear Production in lieu of reporting to the Director of Engineering and Construction.

PURPOSE OF THE TECHNICAL SPECIFICATION The Administrative Controls, Section 6, is provided to describe

, the Licensee's organization.

The Licensee established organization provides for the overall management of personnel and activities associated with the day to day operation, maintenance and support of the facility.

NEED FOR THE TECHNICAL SPECIFICATION AMENDMENT The Technical Specification amendment is needed to reflect an organization change whereby the Manager of Nuclear Fuels will now report to the Vice President Nuclear Production in lieu of reporting to the Director of Engineering and Construction.

The change is being made to enhance management effectiveness with regards to fuels management.

The Nuclear Fuels Department is responsible for fuels management and core analysis for PVNGS.

The Manager of Nuclear Fuels provides nuclear fuel

design, contracting and utilization expertise, nuclear fuel core and plant transient and accident analysis and alternative core operating strategies.

BASIS FOR NO SIGNIFICANT HAZARDS CONSIDERATION The Commission has provided standards for determining whether a'ignificant hazards consideration exists as stated in 10CFR50.92.

A proposed amendment to an operating license for a facility involves no significant hazards consideration if operation of the facility in accordance with a

proposed amendment would not:

(1)

Involve a

significant increase in the probability or consecpxences of an accident previously evaluated; or (2)

Create the possibility of a new or different kind of accident from any accident previously evaluated; or (3) Involve a significant reduction in a margin of safety.

A discussion of these standards as they relate to the amendment request follows:

Standard 1Involve a

significant increase in the probability or consequences of an accident previously evaluated.

The proposed change does not involve a significant increase in the probability or consequences of an accident previously evaluated because the proposed change does not alter the current design or operation of the facility.

The change will have the Manager of Nuclear Fuels reporting to the Vice President of Nuclear Production in lieu of reporting to the Director of Engineering and Construction.

Therefore, the proposed change will not involve a

significant increase in the probability or consequences of an accident previously evaluated.

Standard 2Create the possibility of a new or different kind of accident from any accident previously evaluated.

The proposed change will'not create the possibility of a

new or different kind'f accident from any accident previously evaluated because the proposed change does not vary, effect, or provide any physical changes to the facility.

The change is being made to enhance management effectiveness with regards to fuels management.

The Nuclear Fuels Department is responsible for fuels management and core analysis for PVNGS.

The Manager of Nuclear Fuels provides nuclear fuel design, contracting and utilization expertise, nuclear fuel core and plant transient and accident analysis and alternative core operating strategies.

The areas of responsibility will remain the same, therefore, the possibility of a different type of accident than previously analyzed will not be created.

Standard 3Involve a significant reduction in a margin of safety.

The proposed change does not involve a

significant reduction in a margin of safety in that the change does not impact the framework or responsibilities which currently exist in the Technical Specifications for conducting safe operations at PVNGS.

The change is administrative in that the Manager of Nuclear Fuels will report directly to the Vice President of Nuclear Production in lieu of reporting to the Director of Engineering and Construction.

Consequently, no reduction in the margin of safety will occur.

The proposed change matches one of the examples given in 51FR7751 of amendments that do not involve a significant hazards consideration.

Specifically, the proposed amendment is a change which is an administrative change to the Technical Specifications to reflect a change in the organization, (example i).

SAFETY ANALYSIS OF THE PROPOSED CHANGE RE UEST The proposed Technical Specification change will not increase the probability of occurrence or the consequences of an accident or malfunction of equipment important to safety previously evaluated in the FSAR.

This change is an administrative change in that Figures 6.2-1 and 6.2-2 will be changed so that the Manager of Nuclear Fuels will:be reporting to the Vice President Nuclear Production in lieu of the Director of Engineering and Construction.

The change will not affect the day to day operation of the facility.

The proposed Technical Specification change will not create the possibility for an accident or malfunction of a different type than any evaluated previously in the FSAR.

No physical changes are being made to the

facility, the changes presented here affect the organization and are administrative in nature.

The proposed Technical Specification change will not reduce the margin of safety as defined in the basis for any Technical Specification.

The change in the organization reflects an operational approach to Palo Verde and has no affect on the margin of safety.

ENVIRONMENTAL IMPACT CONSIDERATION DETERMINATION The proposed change

request, does not involve an unreviewed environmental question because operation of PVNGS Units 1, 2 and 3 i.n accordance with this change would not:

Result in a

significant increase in any adverse environmental impact previously evaluated in the Final Environmental Statement, (FES) as modified by the staffs testimony to the Atomic Safety and Licensing

Board, Supplements to the FES, Environmental Impact Appraisals, or in any decisions of the Atomic Safety Licensing Board; or 2.

Result in a significant change in effluents or power levels; or 3.

Result in matters not previously reviewed in the licensing basis for PVNGS which may have a

significant environmental impact.
