MANAGEMENT
This refers to 'a meeting held with you, Mr. J.
G.
Haynes,
and other
members of
your staff,
and myself,
and other
members of the
NRC staff, at the
NRC Region
V Office in Walnut Creek, California,
on September
24,
1987.
The subjects
discussed
are
summarized in Meeting Report
Nos.
50-528/87-34,
50-529/87-34,
and 50-530/87-35,
enclosed
herewith.
Based
on .the discussions
held,
we understand
that selected
performance
indicators for Palo Verde display
a continuing general
trend of improved
performance.
We encourage
you to .continue to strive to sustain this trend.
We have concluded that several
issues
addressed
during the meeting require
your prompt attention, particularly in view of the pending licensing decision
for Unit 3.
These
issues
are
summarized
as follows:
Recent problems with the Training
Pt ogram at Palo Verde indicate that the
program
may not be r'eceiving
an appropriate
level of management.
The
most significant indicators in this area
are the "marginal" rating of
your licensed operator requalification program
and the recent
determination
by ANPP management that the amount of operator simulator
training was significantly less
than previously thought.
Additionally,
the operator simulator training time was found to be well below that
provided to operators
at other licensee facilities.
We recommend
utilize outside
resources
to reassess
the training area.
ANPP does not appear to have control of the maintenance
backlog.
The
ANPP system for controlling work orders apparently
makes
management
trending of important maintenance
work difficult, at best.
Prior to the
licensing decision for Unit 3,
ANPP should reassess
the status
of
maintenance
items at Unit 3 and establish
a plan to perform the necessary
work.
We also request that you discuss with Region
V the assignment
of
priorities and the scheduling of work for items at Unit 3.
For the long
term,
we recommend
you reassess
your overall management. of this area.
Specific goals
should
be established
with regard to your Bogus
Annunciator Reduction
Program,
including a schedule for meeting those
goals.

We also
recommend that
ANPP assess
the role of corporate
engineers
in plant
events
and problems to ensure that this resource
is being effectively utilized
in evaluating situations which'arrant their, involvement.
As described
in the attached
meeting report,
we anticipate discussing
these
concerns,
and other issues
documented
in this report, at a future
NRC/ANPP
meeting.
As with our past meetings,
we found this meeting to be beneficial
and look forward to continuing this dialogue.
In accordance
with 10 CFR 2.790(a),
a copy of this letter and the enclosure
will be placed in the
NRC Public Document
Room.
