This letter concerns unescorted access of Mr. L. E. Phillips, an NRC Headquarters'mployee, to your facilities.
Access to the site will be required during November 1987, while he is assigned as an inspection team member observing Unit 3 power ascension.
Mr. L. E. Phillips, identified in the enclosure to this letter, should be provided site specific training in radiological protection, emergency response and security comparable to that furnished by you to regular site employees granted unescorted access.
