This letter concerns unescorted access of Mr. M. J. Davis, an NRC Headquarters'mployee, to your facilities.

Access to the site will be required periodically on a continuing basis while he is the assigned NRC Reactor Project Manager for Palo Verde Nuclear Generating Station, Unit 3.

Mr. M. J. Davis, identified in the enclosure to this letter, should be provided site specific training in radiological protection, emergency response and security comparable to that furnished by you to regular site employees granted unescorted access.

Should you have any questions concerning this matter, we will be happy to discuss them with you.
