SUBJECT:
REQUEST FOR RELIEF REGARDING THE ONSITE EVAPORATION POND FOR PALO VERDE, UNIT 1 Me have received your request for a change to the Technical Specifications for Palo Verde, Unit 1, dated Nay 10, 1987, to extend the 60-day relief granted on March 25, 1987 to Specification 3/4. 11. 1 for an additional period of 292 days.
As discussed previously with your staff, we do not consider that this request qualifies as a candidate for an emergency technical specification change since your staff has been aware of the desire for the proposed change since the week of April 27, 1987 and, thus, has not filed a timely application which could have satisfied 10 CFR 50.91(a)(5).
In recognition of your wish for speedy resolution of this matter,
