PALO VERDE UNITS 1, 2 5 3 SHUTDOWN MARGIN TECHNICAL SPECIFICATIONS CHANGE REQUEST.
The staff has reviewed the Technical Specification (TS) change request submitted by your letter dated January 23, 1987.
Based on that review, we have determined the need for additional information.
The specific information required is identified in the attached enclosure.

RE(UEST FOR ADDITIONAL INFORMATION PALO VERDE UNITS l, 2 AND 3 1.
Should not the new Definition 1.16 read "...assuming the fully or partially withdrawn full-length CEA...P rather than "...assuming the fully ~nr part ally inserted full-length CEA..."2 2.
Many of the Figures accompanying the supporting analyses for the Technical Specification amendment request are unlabeled and some are also completely blank (e.g., Fig. 1-1, Fig. 1-2, Fig. 1-15).
Please correct and update these.

For the proposed 1X shutdown margin when all CEAs are fully
- inserted, how is verification made that all CEAs are inserted?
What instrumentation and/or read-out devices are used7 Should this be included in Technical Specifications (e.g., 4.l.l.l.l.a.2)7 4.
Provide justification. for deleting any reference to shutdown margin requirements in the Action statements'or Technical Specifications 3.1.2.2, 3.1.2.4, 3.1.2.6.

Discuss how the limiting CEA ejection event was reevaluated concurrent with the introduction of the K
requirement to ensure that the safety analysis acceptance criteria w'tTf be met.
