The NRC staff received
- comments, dated November 28, 1986, from counsel for the Plains Electric Generation and Transmission Cooperative, Inc. (Plains) in response to a Federal Re ister notice requesting views pursuant to the captioned antiBrros opera
>ng license review.
Plains'omments addressed its competitive relationship with one of the-Palo Verde co-owners, the,E1 Paso Electric Company (EPE).
In order for staff.to.assess the c'omments provided by Plains and complete its review of changed activity.since the antitrust review at the construction permit stage, staff would appreciate EPE's response to Plains'omments as soon as possible.
In light of the fact that Arizona Public Service Company (APS) is the lead applicant and.agent for the Palo Verde co-owners, we would appreciate it if APS would contact EPE and inform EPE of the staff's interest in receiving a response to Plains'omments.
