REVIEW OF CE EPGs AS RELATED TO PALO VERDE PROCEDURES AND THE JULY 12 TRIP AT PALO VERDE UNIT 1 On July 12,

1986, Palo Verde Unit 1 experienced a reactor trip from 100$

power on a steam generator Lo-Flow signal.

In response to questions raised by the NRC Senior Resident Inspector at Palo Verde Nuclear Generating Station, the NRC staff conducted a review of actions taken by Palo Verde control room staff in dealing with this event.

This review included, among other things, an analysis of the Palo Verde Emergency Operating Procedures as related to the Combustion Engineering Procedures Guidelines (CEN-152).

Enclosed is a copy of the staff evaluation.

The report made three recommendations pertaining to CEN-152.

These recommendations suggest the need to make a possible modification of the Diagnostic Aid Section (Section

3) of CEN-152.

The recommendations are provided for your consideration.
