Relief Request from Technical Specification 3/4.7.7 for Palo Verde Units 1 and 2
Your letter ANPP-37657, dated August 1, 1986 requested temporary relief from entering action statements due to the requirements of the subject Technical Specification for Palo Verde Units 1 and 2, regarding operability of the control room essential filtration system, to allow Palo Verde, Units 1 and 2, to continue operation while an emergency Technical Specification change is processed.
As stated in your letter, the need for relief occurred when it was determined that the charcoal filters installed in this system for Palo Verde, Units 1 and 2, did not meet the radioiodine removal efficiency of ANSI Standard N509-1976, and, therefore, are not in conformance with the surveillance testing require-ments of Specification 3/4.7.7.
The justification provided for the relief request is that continued operation of the Palo Verde units will not result
.in an unsafe condition since the charcoal filters do meet the testing requirements of the 1980 version of ANSI Standard N509 and this standard has been accepted'by the staff as an alternative in Section 6.5. 1 of the Standard Review Plan.'
This letter confirms the decision given to your staff by telephone on August 1, 1986, at approximately 3:45 pm HST, that the requested relief was granted unti l 5:00 pm MST August 5, 1986.
