UNITED STATES NUCLEAR R EG ULATORY COMMISSION WASHINGTON, D. C. 20555 JUN 231986 30~~$
Docket Nos.:
50-528, 50-529 and 50-530 LICENSEE: Arizona Public Service Company FACILITY: Palo Verde, Units 1, 2 and 3
SUBJECT:
SUMMARY
OF MEETING ON MASONRY WALLS A meeting was held on April 11, 1986 in Bethesda, Maryland with representatives of the licensee and the staff to discuss the design adequacy of the masonry walls at Palo Verde.
The meeting was a follow-up to the site visit held on March 20, 1986 regarding this issue.
The attendees for the meeting are listed on Enclosure 1 and the meeting is summarized as follows.
~Sum ar Following the March 20, 1986 site visit, the staff had identified what additional information was required to complete the evaluation of the adequacy of the masonry walls at Palo Verde (see meeting summary dated June 20, 1986).
The specific walls being evaluated are the battery room walls at the 100-foot elevation of the control building and the wall separating essential air handling rooms at the 74-foot evaluation of the control building; i.e., those walls whose failure could affect safety-related equipment or components.
At the April 11 meeting, the licensee discussed the preliminary results of the information it was preparing to respond to the staff's request.
During the discussion, the staff provided comments and asked questions regarding the methodology being considered by the licensee for establishing the adequacy of the subject masonry walls.
Specifically, the staff questioned whether the adequacy of the walls in question could be established by analysis alone.
The licensee stated that it would complete its evaluation and submit the results for staff review.
Following the meeting, the licensee submitted a formal response by letter dated April 16, 1986.
The staff's preliminary review of the submittal indicated that, for at least the wall at the 74-foot elevation, the information provided did not establish that there was sufficient safety margin in the as-built configuration of the wall.
The licensee was informed of this preliminary 0g5 8bo 00828 0b23 8b070foOCV. 05o PDR AQ P

finding.
As a result, the licensee committed to provided additional information to resolve this issue by either further analysis or performance of tests or design modifications.
(Additional details regarding the staff's evaluation and the licensee's commitment is included in Section 3 of Supplement No.
10 to the Palo Verde SER dated April 1986).
